About HaloRRS
Who is HaloRRS?
Outside of our technical expertise and experience, however, the most important organizational characteristic we bring to every crisis is empathy. Many of our team members have walked the difficult journey from immediate response to full recovery as survivors and leaders with a deep understanding of both current and future challenges impacting local communities, schools, and organizations.
The “Why?” behind the mission of HaloRRS is simple...to provide communities with trusted advisors, needed resources, and effective solutions to overcome the challenges of response and accelerate long-term recovery efforts.

Our Team

Halo Response and Recovery Solutions (HaloRRS) is a woman-owned, Missouri-based, small business with diverse project management, communications, technical expertise, grant writing and management, construction, accounting, and inventory management capabilities.
As our name implies, the team at HaloRRS have “boots on the ground” experience following the most unthinkable natural and man-made disasters in recent history that have impacted schools and communities. From the costliest tornado in U.S. history in Joplin, Missouri to the shooting at Sandy Hook Elementary School in Newtown, Connecticut our team understands the challenges as well as the opportunities to move communities and organizations forward from the initial response to long-term recovery.

"Following the devastating impacts of Hurricane Harvey, Halo’s Dr. C.J. Huff provided effective, experienced, and compassionate support to the superintendents and education leaders in the Houston region. With over 1.2 million students, as well as school staff, and dozens of severely impacted communities his expertise and focus on not only response but recovery and growth were invaluable. I have the utmost respect for C.J. and called on him frequently as I dealt with additional crises in the years that followed."
Pam Wells, Ed.D.,
Executive Director Region 4 Education Service Center
