Jane Cage is a nationally recognized facilitator, resilience expert, and community leader whose work has shaped disaster recovery practices across the United States. She gained national attention as Chair of the Joplin Citizens Advisory Recovery Team following the 2011 tornado that devastated her city. Leading more than 100 community leaders from health, education, utilities, and government, she spearheaded the development of a long-term recovery vision that won broad approval and laid the groundwork for Joplin’s renewal. She documented these lessons in Joplin Pays It Forward, a collection of essays that continues to inform recovery efforts nationwide.

Biography
Jane’s expertise has made her a trusted partner for FEMA, where she is a certified instructor for E0210: Disaster Recovery – The Role of the Local Community, and a subject matter expert for FEMA’s Just-In-Time training for disaster-impacted communities. She contributed to FEMA’s National Resilience Guidance (2024), ensuring that local community perspectives were included in national policy. Her teaching, consulting, and facilitation are grounded in the belief that resilience begins with inclusive engagement and shared leadership.
In addition to her FEMA work, Jane leads InsightFive22, a consulting firm dedicated to facilitation, strategic planning, and long-term recovery. She has facilitated peer groups for national firms, guided citywide planning efforts, and partnered with institutions such as the National Academies of Science and Colorado State University’s Center of Resilience. Her work has brought her to national stages, where she has delivered keynote addresses, facilitated resilience summits, and advised communities on post-disaster leadership and planning.
Jane’s leadership has been recognized with some of the highest honors in the field, including the Rick Rescorla National Award for Resilience from the Department of Homeland Security, the Harvard Meta-Leader of the Year Award, and the Distinguished Alumni Award from Wake Forest University. Named one of “50 Missourians You Should Know” by Ingram’s Magazine, she continues to champion collaborative leadership and resilient community development as cornerstones of sustainable recovery.
