Sallie Hemenway is a respected leader in community and economic development, with more than three decades of public service and consulting experience at the state, regional, and national level. She served over 20 years with the Missouri Department of Economic Development, advancing from CDBG Recovery Coordinator to Director of Business and Community Services. In that role, she managed five teams and 100 staff, administered $500 million annually in state and federal incentives, and led statewide initiatives to strengthen community revitalization, business expansion, and disaster recovery programs. Her leadership produced lasting improvements in compliance, research, and program delivery, including the nationally recognized DREAM Initiative for downtown revitalization.

Biography
Sallie Hemenway has extensive disaster recovery expertise, beginning with her leadership during Missouri’s major flood and tornado events in the 1990s, where she coordinated statewide recovery efforts and collaborated with FEMA. She later authored CDBG disaster recovery manuals, delivered training to states nationwide, and partnered with Guidehouse and ICF to develop frameworks for cities including St. Louis. Through her firm Nexus Group, she continues advising communities on finance, redevelopment, and long-term recovery, designing curriculum for regional planning commissions and assisting jurisdictions with federal programs. Her service on state and national boards, contributions to HUD and OMB measurement systems, and recognition for government innovation reflect her enduring commitment to resilient communities and effective recovery planning.
